Two years later, two young men were killed nearby when their speeding car crossed the road's center divider, causing a head on collision with a car coming in the opposite direction.

There is no doubt that reducing the speed that motorists travel on these dangerous Orange County roads can save lives. Winding roads with few stop signs/stop lights to slow down traffic are an invitation for disaster.

Local homeowner associations have repeatedly raised the speeding issue with city officials. Regrettably, Anaheim's policies for the installation of stop signs and traffic signals are based on specific guidelines that have frustrated homeowner efforts. The guidelines are governed by traffic and pedestrian volumes, accident history, and any unusual conditions, which must be present at the intersection before traffic control devices may be installed. The city claims that simply improving the intersection visibility by prohibiting parking near the intersection is often more effective in reducing potential conflict points. They insist that an overuse of stop signs reduces their effectiveness. If they are installed where they are not justified, they are usually ignored by drivers who tend to speed up between stop signs instead of slowing down.

In a victory for child safety, Anaheim installed two new pedestrian traffic signals and four radar speed feedback signs on Sunkist Street between Ball Road and South Street for James Guinn and Benito Juarez Elementary Schools. Part of the Caltrans Safe Routes to School Program, the plan also included a traffic signal and two radar speed feedback signs on Riverdale Avenue between Finch Street and Lakeview Avenue for Riverdale Elementary School. The Safe Routes to School Program was created to improve conditions for children to safely walk and bicycle to school by decreasing traffic congestion around elementary and junior high schools.

Efforts like the Caltrans Safe Routes to School Program should be applauded when driving in California. Areas around schools must be as safe as we can make them.
